What You Need to Know
Effective 10 April 2025, the Italian Tax Authority requires non-EU businesses (excluding UK, Norway, Iceland, and Liechtenstein) registering for Italian VAT and VIES through a fiscal representative to provide a €50,000 financial guarantee.
This applies to both new VAT applicants and existing non-EU/EEA/UK VAT-registered companies.

Key points:
- The guarantee must be exactly €50,000 and valid for 36 months.
- The official template (linked to this article) published by the Italian Revenue Agency must be used.
- Guarantees in a language other than Italian require an official translation with Apostille.
- The €50,000 amount is fixed by law and does not vary based on company size, sales volume, or marketplace usage.
Guarantee Options
1. Source the Guarantee Independently
You may arrange your own guarantee using any of the accepted formats below, provided it meets the official Italian requirements:

- Issued by an approved bank, following the Allegato 2 template.
- Foreign banks are permitted if authorised by the Bank of Italy [List here].
- If issued in a language other than Italian, an official translation with Apostille is required.

- Issued by an insurer, following the official Italian format.
- Must be on the IVASS-approved list [List here].

📈 Direct Deposit:
- €50,000 invested in Italian government bonds, following the Allegato 2 template.

2. AVASK Insurance Solution

Eligibility & Fees:
- Existing AVASK clients as of 10th November 2025 are prioritised and the application fee is waived.
- New clients (after 10th November) may apply for a fee (£450 / €540).

- After you apply, your details will be reviewed by the insurer.
- No risk rating or obligator required; the insurer will provide a simple pass/fail decision.
- If accepted, you should receive your insurance guarantee within 3 weeks.

Typical premium is around €1,800 for the 3-year period.
Submission Timeline
- The previous deadline of 14 June 2025 is no longer applicable.
- Submission should be completed as soon as possible, or within 60 days of receiving an official notice from the Italian tax office.

Fiscal Representative Requirements
Fiscal representatives must hold a €2,000,000 guarantee to represent non-EU clients trading in Italy.
