What is it?
The EU Packaging and Waste Regulation is to ensure that packaging on the EU market meets the legal obligations to reduce unnecessary waste.
The idea is to make all packaging recyclable by 2030 and increase the use of recycled materials in plastic packaging.
When is the deadline ?
12 August 2026
- Restrictions on oversized and unnecessary packaging
- Limits on single use packaging
- Clear recycling labels on the packaging
- Registration and reporting via the EPR system
National implementation guidelines across EU countries are still being finalized across EU Member States.
AVASK plans to launch this service by the end of April 2026, when we expect greater clarity on the national implementation framework.
How does this relate to EPR?
- PPWR is a regulation for how packaging must be designed.
- EPR is the registration that is used to report and pay for it.
What about Amazon’s pay on behalf system?
- Amazon is currently using the Pay-On-Behalf (POB) program to help sellers comply with packaging EPR obligations and reduce operational complexity.
- However, in some countries there may still be a requirement to appoint an Authorized Representative (AR) in the country where products are sold, so the POB will not be sufficient.
Who is required to register?
- Similar to EPR, this legislation affects all producers: manufacturers, importers, and sellers.
- All sellers placing products on the EU market will be required to register.
